As peterppp, had pointed out in their comment, this is a fail-safe for new users that need to post a few times to verify their humanity before interacting with some of the threads on the zone. As I understand it, this is a preventative measure that is intended to block any malicious spam bot accounts that would otherwise sabotage threads by flooding them with irrelevant forum posts and therefore suppressing authentic thread posts.
